pdf report to be accessible to submitter and approver via email notification

It is easier for the approver and also the submitter to check on the claims and the receipts in one continuous flow report, once submitted, email notification to submitter and approver can just open the pdf report to check and view, before clicking on the link given to approve or reject or comment.
