Shift Setup: Ability to delete redundant shift

Currently, those shift that have been deactivated remains in the system, causing confusion to other shift. We can only switch between active and deactivated. Deleting redundant/unwanted shift that we previously created can help us to clean up the shift available for selection and to prevent/avoid confusion.
