Allow admins to approve pending leave on behalf

Currently admins do not have the option to approve leave on behalf of managers, the only way around is to cancel the pending leave and reapply as block leave which is not ideal.

    Every end of year, this issue will become more apparent when there are pending leave applications to be approved but line managers are away. Please prioritise this idea to take away this painpoint for leave admins. It makes more sense for leave admins to approve leave on behalf rather than cancelling the leave and blocking it instead.

    Absolutely! It does not make sense for an administrator not to have such basic rights.
