In many MNC, there will be one HR/Office Manager per country. Because JustLeave is able to accommodate multiple regions, Public Holidays and leave types, it would be good to give viewing permissions to each region HR/Office Manager to be able to view the staff leave for their relevant country (not as a super admin). Setting them as a Dept Admin is not ideal as all employees regardless of region will be under the same department name. Reason behind not opting for leave calendar for Public viewing is also for confidentiality purposes. This option is not available as of now, but it would be a great addition to the system.
