Similar to the delegation of leave approval to a next in-line, it would be good if we can delegate leave application duties to our colleagues who are helping with our administrative matters.

currently the solution via block leave bypasses the approval process, and cannot be limited to specific people, and give too much access to the administrator if they are only meant to support one person.
