Upload files while apply for Off in Lieu

Currently we can't upload a file when we apply for OiL. We only can upload the file if we take OiL-leave later. Can we add the file upload also at the "Request OiL"? This would be very helpful, since we get OiL for specific projects and the file upload is more important during the application process for OiL, than during take the leave.
