Add characters limits to announcement feature

Hi, as the announcement feature is only limited to 250 words, I would like to suggest for more character limits so we're able send effectively without breaking up the full announcement.

Allow max expense approver limit for different levels of RO

Our company has various levels of approval limits and this feature is not available, currently if it exceeds the limits, a separate email trail is required to support the approval from an approving officer with lower limits.
