Implement eClock Administrator Assistant

It will be good to have an eClock Administrator Assistant.

Group Admins monitor the eClock accounts. However, SuperAdmins may not want Group Admins to access to company configurations under JustClock module but at the same time believe Group Admins should receive email notification for user information changes in the JustClock module or any clocking violations.

    Please allow super admin to give access of project codes setup to eclock admin assistant. Super admin should be able to control what eclock admin assitant can view but still they should be able to delegate these task to an admin.

    Group admin cannot access configuration and can only see his staff under the group - approve timesheet, view timesheet, view roster.
