Allow Leave application for following year to be available earlier

The Singapore Public Holidays for 2022 are still not updated now that it is mid-Sep 2021 and we've been advised it will only be updated in around Oct / Nov once the government has released the public holidays.

However, MOM has already released on their website https://www.mom.gov.sg/employment-practices/public-holidays#Year-2022


Because of this road block, JustLogin doesn't enable users to apply for leave for 2022.

We hope that this can be improved because it causes incovenience to our work since we can't plan our work schedule in advance.
