Risk management and control - have a different person to approve the payroll, not the same person doing the payroll and approving.

There should be a split of the maker and the approver role for payroll. It cannot be the same person can do everything with no check in place. and then approve. Worst, there is no audit trail in changes - the admin can just go in and make changes anytime even after approval.
