I would suggest that your system add the following reports: YTD payroll report by staff i) showing details found in Gross to Net payroll report by staff and by months ii) above in total by month only

1st tier of approver can edit the claim before submit to 2nd tier approver (Dept GM) and lastly 3rd tier approver (COO)
