Currently, the import file is a blank template.

The export file is only used to retrieve data and not for importing.

There will always be a need to do mass updates of either all users or select group of users, for eg. if everyone in the company is sent for training, I do not want to update each user manually.

We need to be able to import updated information for either all or selected group of users, without the need to do manual entries.
