If there is already a share function of sharing company directory. You would have account that some team members report to direct managers from other entities. Why is it that some modules allow other entities while some not? Be consistent.

Appraisal Module: Direct manager to receive self evaluation appraisal forms after submission

At this point of time, forms created for team member to self evaluate performance. Once submission is done, forms do not go to direct manager. How is direct manager supposed to evaluate and set goals together when they cant access the forms?

Appointing reimbursement officer from other entity

If allowing approvals across entitles is provided on leave / expenses. You should consider for reimbursements to be done with option of user on another entity as shared services could be handled by other entities.
