The form is design using our form designer and workflow engine. During the creation of the form and workflow, we are free to set whether the user or AO can view/edit the fields, and at which stage of approval. It must have been configured to disallow edit by user at certain stages. If you need this to be changed, you can request through support and they can bring it to the attention of the tech team (or account manager). I hope it clarifies. This is technically possible by changing the workflow and form design to make fields editable when form is rejected (or at whatever stage). Please get your admin to write to support to request for this.
